Typically, a resource group represents objects with a shared lifecycle, such as a single application. Within any organization, a budgetary/departmental owner may 'own' several Apps or Resource Groups.

Within Cost Management, there is no way to group together these costs without granting permissions at the entire subscription level, which is inappropriate and over-permissive.

Would love to see the ability to report on multiple resource groups.
